Terms of Service

Actions Cost Guard is a read-only cost estimation tool. All amounts are estimates, not a billing record.

Last updated: September 23, 2026

1. Agreement

Actions Cost Guard ("the Service") is operated by Lin HaiSheng (林海昇) ("we", "us", "our"). For any question about these documents, email [email protected].

By using the Service you agree to these terms. If you do not agree, do not use the Service.

2. What the Service does

Actions Cost Guard analyses GitHub Actions metadata and workflow definitions and presents an estimated cost per job group, together with anomalies and optimisation suggestions.

All amounts are estimates. They are calculated by multiplying observed billable runner time by publicly listed GitHub-hosted runner prices. Free tier allowances, organisation discounts, self-hosted runners and unpriceable runners are excluded, and results may differ from your GitHub invoice. Estimates are not a billing record and are not a substitute for your GitHub bill.

3. Read-only guarantee

The Service never modifies your repository. Suggestions, including YAML examples, are displayed for you to review and apply manually. We do not write back to your workflows and we do not create pull requests on your behalf.

You remain responsible for any change you choose to make to your own workflows, and for validating it before applying it to production.

4. Accounts

Accounts can be created with an email address and password, or with a one-time code sent to that address instead of a password. A GitHub account can also be connected as a third sign-in method. Accounts that share an email address are never merged automatically. You must be entitled to authorise the repositories you connect, and you must keep access to your account — including your GitHub account where you have connected one — secure. You are responsible for activity performed through your account.

5. Free use and Pro subscriptions

Public-repository scanning is available without an account, within the published rate limits. Pro is a paid subscription that enables monitoring of private repositories, currently limited to 10 monitored repositories per account.

Prices are shown on the pricing section of the website. Purchases are sold by Creem as Merchant of Record, which means the payment transaction, invoicing and applicable sales tax are handled by Creem under its Buyer Terms.

6. Billing, renewal and cancellation

Subscriptions renew automatically at the end of each billing period until cancelled. You can cancel at any time from Settings.

After cancellation you keep access until the end of the period you already paid for, followed by a 7-day read-only grace period during which no new synchronisation runs. Historical analysis data is then deleted 30 days after expiry, as described in the Privacy Policy.

Except for the 14-day money-back guarantee described in the Refund Policy, and except where applicable law requires otherwise, we do not refund partial periods.

7. Acceptable use

You agree not to:

  • Circumvent rate limits, quotas or access controls, or place unreasonable load on the Service.
  • Attempt to access data belonging to another account or repository you are not authorised to analyse.
  • Resell, sublicense or expose the Service as your own product without written permission.
  • Use the Service to build a competing dataset or to scrape the Service.

8. Availability and changes

Version 1 is offered without a service level agreement. We may perform maintenance, and we may add, change or remove features as the product evolves. When a dependency such as the GitHub API fails or is rate limited, we keep showing the last successfully collected data and label it accordingly.

9. Intellectual property

The Service, its design, code and branding remain our property. You retain all rights to your own repository content and data. We claim no ownership over your workflows or metadata.

10. Disclaimer

The Service is provided on an as-is basis. Estimated costs and optimisation suggestions are informational and carry no guarantee of accuracy or of any particular saving. Nothing in the Service constitutes financial, legal or professional advice.

11. Limitation of liability

To the maximum extent permitted by applicable law, we are not liable for indirect, incidental or consequential damages, or for lost profits, revenue or data. Our total liability for any claim relating to the Service is limited to the amount you paid for the Service in the 12 months preceding the claim.

12. Termination

You may stop using the Service at any time and delete your account from Settings. We may suspend or terminate an account that materially breaches these terms, that abuses the Service, or where required by law. Where it is reasonable to do so, we will notify you first.

13. Governing law and jurisdiction

These terms are governed by the laws of the Hong Kong Special Administrative Region, and the courts of the Hong Kong Special Administrative Region have exclusive jurisdiction over any dispute arising from them.

Purchases are additionally subject to Creem's Buyer Terms, which govern the payment relationship between you and Creem as the Merchant of Record.

14. Changes to these terms

We may update these terms. Material changes will be reflected by the date at the top of this page. Continued use of the Service after an update constitutes acceptance.
